Under the general direction of the Staff Services Manager I of the Office of Migrant Services (OMS) Program, the incumbent independently performs the less complex day to day activities associated with overseeing the financial and programmatic operations of the OMS Program financed or otherwise assisted by the Department.

This job allows you to work from home for a set number of days each week, up to 3 days , depending on your agreement with the department.

HCD Disclosure Requirements

Selected candidates may be subject to rules imposed by a Conflict of Interest Code that apply to HCD employees, which may require filing a Statement of Economic Interest (Form 700).

HCD conducts pre-employment background checks on all new to HCD or returning to HCD candidates. This position requires a background check to be cleared prior to being hired.

Per CCR 249.3, this job control may be used to fill subsequent vacancies.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Experience in asset or property management including preparation or review of project financial statements, building maintenance, capital improvement planning and assisted housing occupancy requirements.
  • Familiarity with tenant/landlord law.                                                                       
  • Experience keeping account payable-receivable records.
  • Knowledge of subsidized rental housing programs, including those operated by the Department.
  • Practical knowledge of real estate, generally accepted accounting principles, financial statement and pro forma analysis, and escrow processes.
  • Experience reviewing audits and other financial reports.
  • Proficiency in Excel, data input, computer software including Microsoft Office (Outlook, Word, PowerPoint, PowerBI), CAPES and other relational databases.
  • Knowledge of construction/inspection practices.
  • Ability to effectively deal with governmental agencies and private sector organizations.
